Today fast CPU speed and GPU have power to process the computation during the rendering process. If the CPU utilize rate is very low that mean there is bottleneck in the computer hardware. General the bottleneck would be the seeking time of the hard disk.
The tip is to place the video files of the various layer, the render output file, the temporary folder in different hard disk. This way the drive head will reduce jumping around to seek the data. The data can also be retrieve concurrently saving on the waiting time.
I tested it on a rendering of an hour footage with multiple layer and cropping from 16:9 to 4:3 format, to wmv format. When all files are in the same hard disk, it took 7 hours to render. By separating the files in different hard disk, I manage to render it within 2 hours.
